Gul Saleh
Meet Gul Saleh, our esteemed President, a distinguished Professional Engineer (PE civil) and certified Project Management Professional (PMP) and Construction Manager (CCM). With a Ph.D. in Urban Planning & Design and over 30 years of extensive engineering experience, Dr. Saleh is a visionary leader in the industry.
His expertise extends across various domains, including construction inspection and management, technical advisory services, and quality control/quality assurance. He has spearheaded numerous high-profile projects in the DMV area, showcasing his commitment to excellence.
Beyond his local achievements in the US, Dr. Saleh has left an indelible mark on international projects, particularly in Afghanistan. With a remarkable track record managing donor-funded initiatives, including those for USAID, the United Nations, and Afghan governmental agencies, he has been instrumental in driving positive change and development in the region.
A seasoned professional, Dr. Saleh is deeply involved in professional associations, including the Project Management Institute (PMI), Construction Management Association of America (CMAA), the American Society of Civil Engineers (ASCE) and the Society of Afghan Engineers (SAE). Notably, he has held significant positions in the SAE and currently serves as the President of ASCE’s Bull Run Branch of the Virginia Section.

Abdul Hadi Rakin
Meet Abdul H. Rakin, P.E., our Chief Technical Advisor, a seasoned professional with a rich history of success in the Washington, DC Metro Area's public-private partnership projects. With a keen eye for detail and a talent for efficient project management, Mr. Rakin has consistently delivered results that are not just on time and on budget, but also exceed expectations.
Throughout his career, Mr. Rakin has led a range of impactful projects. From enhancing critical transportation infrastructure like the Pentagon Transit Center Bridge to managing improvement studies for key sites such as Route 110 Pentagon, his contributions have been instrumental in shaping the region's landscape.
His involvement in major initiatives like the I-66 Express Lanes Project, where he served as a design manager, highlights his ability to handle complex, large-scale endeavors with high discretion. Whether it's overseeing the expansion of express lanes or conducting feasibility studies for railroad bridges, Rakin's expertise shines through in every phase of the project lifecycle.
Beyond his technical expertise, Rakin is known for his soft skills, which are equally impressive. From effective communication to problem-solving and team leadership, he brings a holistic approach to project management. Mariam Stanekzai
Meet Mariam Stanekzai, our Project Manager. Mariam is a civil engineer with over seven years of experience in water resources, and infrastructure development. She holds a Master of Science in Civil Engineering from Villanova University.
Mariam has extensive experience in international development, particularly through her role as a Project Management Specialist with USAID in Kabul, Afghanistan. There, she managed multi-million-dollar infrastructure projects, including significant initiatives in hydropower and renewable energy. Her expertise includes developing and implementing integrated water resources management strategies, overseeing complex projects, and ensuring adherence to federal regulations.
In her role at the Villanova Center for Resilient Water Systems, Mariam conducted research on sustainable urban stormwater solutions, focusing on enhancing climate resilience and mitigating flood risks. Mariam’s proven ability to deliver impactful solutions and her commitment to advancing sustainable practices make her a valuable asset in the fields of engineering and development.
Shekeeb Nessar
Meet our new Project Manager, Shekeeb Nessar.
Shekeeb holds a Master of Science degree in Power Supply Engineering from Kabul Polytechnic University, Afghanistan, and is committed to driving innovation and excellence in our work.
Shekeeb is a seasoned infrastructure development leader with over 30 years of experience delivering successful outcomes in complex projects. With a robust background in electrical engineering, covering power generation, transmission, and distribution, he is proficient in project management, stakeholder engagement, and technical negotiations. He has demonstrated special expertise in project development and the negotiation of Power Purchase Agreements (PPA) with international donors and neighboring countries.
As a strategic planner focused on problem-solving and decision-making, Shekeeb has successfully completed numerous projects. His recent assignment was with DT Global, where he served as the Deputy Chief of Party on a USAID Water Supply and Urban Sanitation project. He has worked as Chief Operations Officer in Kabul with the Afghan Power Utility, Da Afghanistan Breshna Sherkat (DABS) where he oversaw daily operations of power generation, high voltage transmission lines, and distribution networks at the national level. Additionally, he was the Sales and Marketing Manager for Power Distribution at Siemens Corporation, based in Berlin, Frankfurt, and Munich, Germany.
Shekeeb excels in driving results and ensuring operational excellence. He is multilingual, fluent in English, German, Persian, and Pashto. We are excited to see the remarkable contributions he will make to Gul Engineering PLLC as we continue to grow and achieve new milestones together.
